FSSAI is an autonomous body established under the Ministry of Health and Family Welfare. It was established under the Food Safety and Standards Act, 2006, consolidating food-related statutes linked to food safety and regulation in India. FSSAI is responsible for protecting and promoting public health through by regulating and supervising food safety.
They have their headquarters at New Delhi which is where they handle the processing of the National Level Applications and Licences. These are usually for companies with branches in multiple Indian states or with annual turnovers of more than 20 crores. The authorities also have six regional offices in Delhi, Guwahati, Mumbai, Kolkata, Cochin, and Chennai, 14 referral laboratories notified by FSSAI, 72 State and Union Territory laboratories located throughout India, and 112 laboratories are NABL accredited private laboratories.

Changes made to an FSSAI licence.
Although companies and establishments (FBOs) apply for their FSSAI licence to begin their operations, very often some changes have to be made to the licence. Sometimes there are changes made to their business models, which have to be communicated to the FSSAI. In most cases, they ask the Food Business Operator to apply for a new FSSAI number for another part of their business since you cannot use the same one for work that is not connected, however, there are a few exceptions.
Any changes that alter the information contained in the license certificate (Form C) shall apply for a modification of license with the fee equivalent to one year of the license fee. No fees are required for the modifications of non Form C details.
